The first hour: stop the loss from spreading

A lost passport is an identity problem, an immigration problem and a travel problem at the same time. Move to a safe staffed place, check the last controlled locations once, and ask the hotel, station, taxi platform or venue to search. Do not spend the whole day retracing steps before making the official report; consular and exit-entry procedures can take time and transport bookings may need the original document.

Secure anything lost with the passport: cards, phone, wallet and account access. Freeze cards through the issuer, sign out lost devices, and preserve ride receipts or location history that may identify where the item went missing. Do not publish a full passport image or offer payment to an unknown person who contacts you. A copy is useful for authorities, but it is also sensitive identity data.

Tell a trusted companion or accommodation desk what happened and write down a contact number that remains reachable. Save the address of the nearest police station, your own embassy or consulate, and the local exit-entry administration. If departure is close, notify the airline or railway seller that the original document is missing, but do not cancel every booking until the replacement path is clear.

Report the loss through the local public-security route

Go to the police station responsible for the place of loss or follow the local public-security direction. Beijing's official visitor guide, for example, tells foreigners to report at the police station closest to where the passport was lost and then obtain a Passport Loss Certificate through the exit-entry administration process. Procedures and office names can differ by city, so ask which document your consulate and local exit-entry office will require.

Bring any identity copy, visa copy, accommodation registration, police or transport evidence, photographs and contact details you have. Describe when and where you last held the passport and whether it was lost or stolen. Do not invent a theft to make the case sound urgent. The wording affects the official record and may be relevant to insurance.

Ask for the report or certificate reference and keep photos or scans in secure storage. Confirm whether the document is a preliminary police report, a formal Confirmation of Reporting the Loss of Passport, or another local certificate. Similar English labels can refer to different steps. Record the issuing office and a phone number so your consulate can verify it if necessary.

Contact your own embassy or consulate

Only your country can tell you which replacement passport or emergency travel document it can issue. Use the mission's official website or phone number, not a travel agent's forwarded message. Ask which office serves your current province, whether an appointment is required, what police document is needed, which identity or citizenship evidence is acceptable, what photos and fees apply, and whether your intended destination accepts the proposed emergency document.

A consular document is not automatically a Chinese exit permission. It may replace the missing passport for identity and travel, but the Chinese visa, entry record, stay permit or residence permit attached to the old passport still needs a local immigration solution. Ask the consulate what applicants in that city normally do next, then confirm it with the exit-entry administration.

Emergency documents can have route limits or short validity. A document valid to return home may not support a multi-country holiday, third-country transit or re-entry to China. Check every carrier and border on the revised itinerary. Do not buy a new non-refundable flight merely because a consular appointment has been scheduled.

Complete the Chinese exit-entry follow-up

The National Immigration Administration says a foreigner who cannot obtain a replacement passport or other international travel document from the home-country mission may apply to an authorized public-security exit-entry administration for an exit-entry permit. The official service guide lists documents such as confirmation of the passport-loss report, a consular note or the damaged or expired document, together with temporary identity paper. That special permit is not the default replacement for every tourist; eligibility depends on the case.

If your embassy issues a new passport or emergency document, take it and the loss documentation to the local exit-entry administration and ask what visa, stay certificate, residence permit or exit procedure is required. Beijing publishes a local route for reissuing the visa or stay/residence document after a passport loss. Other cities may use a different office or sequence.

Do not assume the visa has been electronically transferred. Do not overstay while waiting quietly. Tell the authority the actual expiry and departure date, keep the application receipt, and ask whether the receipt can be used for hotel, railway or domestic-flight identity checks. Acceptance can vary by transaction, so confirm with the operator before traveling.

Repair bookings only after the document path is known

Make a list of every identity-linked booking: flight, railway ticket, hotel, attraction ticket, SIM account and payment wallet. Sort it by urgency. A domestic train may accept a passport-loss report or immigration receipt under current railway rules, while an airline or attraction can require a different document. Ask each official provider about the exact document you now hold.

Keep old and new passport numbers together when asking for a record change. Do not create duplicate bookings until the first seller confirms whether it can amend or refund the original. For international departure, provide the airline with the emergency document details early and ask it to check transit-document requirements. Airline acceptance does not replace border authorization, but a last-minute document mismatch can still stop boarding.

For insurance, collect the police report, consular receipt, replacement fee, transport-change charges and proof of the original booking. Write a short chronology while events are fresh. Coverage depends on the policy, and an insurer may require prompt notification or a specific police document, so contact it before assuming a cost will be reimbursed.

Prevent the second loss and avoid recovery scams

Keep the replacement document on your body or in a controlled hotel safe, not loose in a day bag. Store an encrypted copy of the identity page, visa, entry record, insurance and emergency contacts somewhere accessible without the lost phone. A paper copy can help start a conversation, but it is not a travel document.

A stranger who claims to have found the passport may ask for a transfer, verification code or meeting in an isolated location. Move the contact through the police or a staffed venue. Do not send a selfie holding another identity document and do not reveal card numbers, wallet codes or email recovery links. If the old passport is recovered after cancellation, ask your consulate and Chinese exit-entry administration what to do; do not use it unless both authorities confirm it remains valid.

Before resuming travel, test the new identity chain once: accommodation record, one transport booking and the international departure document. Keep all official certificates until you are home and any insurance claim is closed. The goal is not only to possess a replacement booklet, but to make every authority and booking recognize the same current identity.
